Honoraria is abolished, non-civil servant recruitment will be carried out by "outsourcing" starting at the end of 2023
Previously, the need for non-ASN personnel in ministries/institutions and regional governments was met through the recruitment of honorary personnel by the relevant institutions.
Recruitment via outsourcing will take effect in line with the elimination of the honorary staff system starting in November 2023.
The provisions regarding recruitment through outsourcing are contained in the circular letter of the Minister of PAN-RB numbered B/185/M.SM.02.03/2022, concerning Employment Status within Central Government and Regional Government Agencies.
In the SE, it is stated that government agencies that require other personnel such as drivers, cleaning personnel and security units can do this through outsourcing by third parties.
